Scryfall follows the official Pauper legality as prescribed by Wizards of the Coast as close as we can. There are many, many casual variants of the Pauper format and we unfortunately cannot support all of them.

Pauper was originally only an officially-sanctioned format on Magic Online, and it includes some now-quizzical bans and exceptions in order to work on MTGO, including bans on Hada Freeblade and Circle of Flame because they were released as common promos on MTGO but not intended to be legal.

Before reporting Pauper legality issues to Scryfall, please also make sure the card was not printed as a common digitally first, as that is part of the timeline of the Pauper format.
